Civil Engineering Division Manager (Roadway/Highway Design)
We are looking for a talented and experienced Professional Engineer to lead our Roadway/Highway team in Illinois. This position can be located at any of our Illinois offices.Lochmueller Group is a growing firm that is involved in a wide variety of street, roadway and highway projects for local public agencies and state DOT’s. In addition to roadway and highway design projects our teams supports our bridge and structural teams as well as our other business units, and design-build pursuits.The Roadway Division Manager oversees roadway/highway design projects and the production of transportation-related projects within a designated geographic region. This includes but is not limited to directing and/or administering the activities of local division personnel to provide the workforce and technical resources necessary for the completion of their projects while maintaining responsibility for the efficient performance of that work.This role is intended to specifically focus on the State DOT and all LPA clients within the region. As such, it is heavily focused on enhancing and expanding the company’s personal relationships with our clients; increasing our client’s awareness of Lochmueller’s capabilities and staff; and fostering Lochmueller’s reputation with clients throughout the state.Lochmueller Group has a strong team of dynamic professionals across a broad spectrum of Civil Engineering and Environmental disciplines. - Collaborate with the Discipline Leader and other key stakeholders within the company to identify and recruit new talent for strategic hires and/or to fill sustainable needs.
- Perform reconnaissance on future DOT projects, needs or priorities.
- Work with Regional Leaders, Directors and the CSO to market and develop LPA clients as appropriate.
- Represent Lochmueller’s roadway division at conferences and industry meetings in combination with the company leaders, and other personnel, as appropriate.
- Lead efforts to maximize in-person engagement with key stakeholders aimed at building and enhancing relationships.
- Promote a positive outlook amongst all Roadway Team Leaders, Project Managers and design teams and encourage greater independence with creative problem solving; Promote leadership and forward-thinking advancement of processes by formulating innovative approaches and methodologies.
- Oversee and/or perform QC/QA on projects within the assigned geographic region and train teams on QC/QA practices.
- Mentor and develop Department Manager, Team Leaders, and Project Managers.
- Monitor the region’s backlog and the financial performance of roadway staff and projects with the intent of identifying measures to achieve and exceed goals.
- Monitor and oversee an equitable delegation of work throughout the roadway staff (including the creation of developmental opportunities for younger staff) to ensure those personnel are better able to meet performance goals including project budgets, personal utilization, and NLM’s.
- Ensure the effective performance of shared projects between geographic regions.
- Work in collaboration with other leaders to develop company strategy for upcoming Requests for Proposals (RFPs).
- Direct the personnel functions including, but not limited to hiring, performance appraisal, salary and position recommendations, and employee development.
- Develop and, on approval, implement divisional and inter-divisional policies, technical standards, and procedures.
- Prepare regular and special reports and analyses, setting forth progress, trend analysis related to personnel development, financial performance, and operational efficiency with appropriate recommendations or conclusions.
- Participates in the implementation of Lochmueller’s long-term Strategic Plan.
- Work Company leaders to develop a plan to secure additional talent and projects allowing Lochmueller Group to be recognized as a full-service consulting firm within their geographic region.
Qualifications for This Role:

- Bachelor’s or Master’s Degree in Civil Engineering
- Professional Engineer (PE)
- 15+ years of experience in this discipline
- Demonstrated skills in negotiation of critical issues
- Experience with project management and accounting software
- Proficiency with AutoCAD and/or Microstation
- Proficiency with Microsoft Office products including: Excel, Word, and PowerPoint
- Strong written and verbal communication skills
- Ability to work individually or as part of a team
