  • Procurement Associate I- Full-Time

    Base Pay
    $45097.00 - $63135.00 / Hour


    Under the general supervision of the Director of Grants and Procurement, the primary role of the Procurement Associate I is to assist in the purchasing process such as preparing bid documents, procurement summaries, contracts, and modification documents for materials, supplies, equipment, and services according to specifications, procurement policy, and funding source requirements.  Furthermore, the position supports ACT’s purpose and objectives by respecting and adhering to all policies and procedures of the Agency. This is an on-site position where the employee completes their work tasks in a corporate office setting.
     
    Roles and Responsibilities:
     
    Perform procurement duties in compliance with company policies and procedures, applicable state laws, and Federal Transit Administration (FTA) circulars and regulations.
    Solicit small purchase quotes and assist with formal procurements involving Invitation for Bids (IFB) for locally funded projects.
    Assist in the conducting of pre-bid meetings and public bid openings.
    Review vendor bids, prepare analysis, document all findings, and initiate the final justification and recommendation for contract award.
    Communicate and monitor the ongoing procurement process with stakeholder departments.
    Prepare and assemble contracts, collect signatures, and distribute final contracts to appropriate departments and vendors.
    Ability to progressively take on more complex assignments.
    Coordinate tasks and work cooperatively with other purchasing agents and staff.
    Maintain an organized system of physical and electronic records.
    Perform other job-related duties as assigned.

    Requirements
    Associate’s degree in business or related field, or a minimum of 2 years of purchasing experience preferred.
    Able to work independently and within a team environment.
    Strong written, verbal, and analytical skills.
    Strong attention to detail.
    Ability to maintain confidentiality in all areas of position.
    Knowledge of accounting including accruals and prepaid expenses.
    Professional appearance and demeanor.
    Ability to conduct financial analysis, statistical research, and mathematical procedures.
    Proficiency in Microsoft Word and Excel – testing required.
     
    Working Conditions and Physical Requirements
     
    Normal working conditions for this position are typical of an office environment.  The position requires a capacity to work beyond standard office hours when needed to address critical deadlines and to attend evening and weekend meetings if necessary.  Travel is very minimal.
     
    The physical requirements for this position include sufficient hand, arm, and finger dexterity to operate a computer keyboard or other office equipment.  Must have ability to remain stationary for long periods of time.  Requires visual acuity to read words and numbers and speaking and hearing ability sufficient to communicate in person or over the phone.
